One of the Hebrew University's highest priorities is the safety and well being of its students. Like all public institutions in Israel, the Hebrew University employs a 24-hour security network, with guards located at all campus entrances and units patrolling the campus, dormitory complexes and the vicinity of the University. There is an officer on duty at all times. Most security officials are officers in the reserve of the Israeli Defense Forces Reserved.

The University's Security Department maintains close contact with government security agencies. Security measures and guidelines for overseas students are in accordance with US State Department recommendations. The Rothberg International School (RIS) administration meets regularly to review existing security procedures. The overseas student population and the RIS offices abroad are regularly updated regarding security matters and receive copies of all relevant official communications.

Please read carefully the following security guidelines. They deal with both campus and general security issues.

Students should beware of (and should not touch) suspicious looking objects (e.g. abandoned bags) on and off campus, particularly in crowded places such as bus stops and malls. In turn, students should never leave their own belongings unsupervised.

While the Mount Scopus vicinity is policed, it is strongly recommended that students avoid walking alone both on and off campus after dark.

Students should refrain from wandering into the eastern outskirts of Mount Scopus, even in groups.

Students are encouraged to take advantage of the field trips planned by the Office of Student Activities (OSA). The University is bound by the rules of the Israeli Ministry of Education, and travel is only within approved areas. Security guards accompany all OSA field trips.

Students choosing to travel independently of the Office of Student Activities are urged to do so in groups and to inform OSA of their plans in advance.

Check with your madrich (counselor) before going into East Jerusalem.

While off campus, students should exercise extreme caution, avoiding crowded areas and demonstrations. 

Notify Security immediately in the event of a suspicious or violent act.

University security officers have the right to request identification from any student who wishes to enter the University or is already on University premises. In such cases, the student must present an identification card and allow the officer to copy the information contained therein. In cases where it is deemed imperative, security officers have the legal right to conduct a search of the body and/or possessions of any student. Student cooperation is expected. This is a precautionary measure and should not be seen as infringement of one’s personal rights.Note: Entrance to the campus is permitted only to Hebrew University students or staff. Students who would like to have family members or other guests visit the campus must make arrangements in advance through their madrichim or the OSA office.

Safety in the Dormitories
Room keys are personal and should not be lent out. As soon as students receive their key, they should remove the sticker revealing the room number. Never leave keys in the post boxes.

As a precaution against theft, students should keep their windows shut and their doors locked at all times when outside of their rooms, even when leaving their room for a short period of time.

Valuables, such as expensive jewelry and large amounts of cash, should not be left in the dorms, but rather deposited in a safe deposit box in a bank.

It is recommended to lock the shower and bathroom areas while in use.

Students should not invite strangers into their rooms or the dorm area.

Victims of a theft, sexual harassment or any form of violence should report the incident to their madrich (student counselor) immediately.

Alternatively, they should go with a friend to the nearest security office, where they will be asked to file a detailed complaint report on the incident, so that proper action can be taken.

Lost and Found
The University lost and found is located in the Security office on Mount Scopus. for Rothberg International Students you can chack in room 402 Rothberg Bldg.

No Smoking on Campus
All of the campuses of the Hebrew University have been declared NO SMOKING areas. It is forbidden to smoke on campus, in the classrooms, lecture halls, libraries, offices serving the public, elevators, and hallways, as well as in the cafeterias and restaurants throughout the Hebrew University.

Smoking is permissible only in a separate, well-ventilated room, where a sign on the wall permits it.

Drugs and Discipline
Students are expected to abide by the regulations of the Hebrew University while on campus or in University-operated dormitories. These regulations, as well as Israeli law, prohibit the importation, possession or use of any type of illegal drug or narcotic. Infraction of this rule on or off campus may lead to immediate expulsion from the University, or other disciplinary action, and create serious problems with the legal authorities of the State of Israel. 

Prevention of Sexual Harassment at the Hebrew University of Jerusalem

The Hebrew University is meticulous in maintaining a fair and honorable academic environment respectful to all, and it will utilize any means at its disposal to eradicate sexual harassment.

According to the Israeli Sexual Harassment Law of 1998, any of the following constitute "sexual harassment":

1.      Extorting a person to perform a sexual act.
2.      An indecent act.
3.      Repetitive proposition of a sexual nature despite signs of disinterest by the person towards whom the propositions are directed. However, there is no need to demonstrate refusal/rejection in cases of people in positions of authority in the work place, institutions of higher education, or in cases of minors, general education , dependents, or patients.
4.      Repetitive references to an individual's sexuality, despite the individual demonstrating his/her disinterest in them. However, disinterest is not necessary in the instances stipulated in Article 3.
5.      Derogatory or other offensive references to the sexuality or sexual orientation of an individual.

Badgering is any form of offense stemming from either sexual harassment or a complaint/lawsuit filed due to sexual harassment:

In a professional capacity: The behavior/act of an employer or a superior thereof that is offensive towards an employee or an individual seeking employment when the origin of the offense is one of the following: sexual harassment, a complaint or legal suit brought due to badgering, or assistance by one employee to another regarding a complaint or legal suit for badgering.

In an academic capacity: The behavior or the act of a university official, academic or administrative, that is offensive towards a student where the origin of the offense is sexual harassment, or a complaint/legal suit due to sexual harassment or badgering.

The regulations stipulate ways to prevent sexual harassment or badgering and describe the manner in which to handle them.

The relevant articles from the Israeli Law and the regulations will be available in the University's departments and libraries and on its website.

In any instance of harassment or badgering of a sexual nature, please contact the commissioner of complaints regarding sexual harassment.

Employees, teachers, and students who know about the harassment or badgering of a colleague, an employee, or a student may also contact the commissioner.
